Validating an approach to the UK government's resilience framework in the CNI sector
january 2023
My board are putting pressure on the risk team to act on the UK government's new Resilience Framework (December 2022). But I'm concerned that they haven't really thought through the implications of adopting all the recommendations early. And there really isn't much to go on in practice. I want to understand how the CNI sector is planning for it, and focus on enhancing partnerships and identifying critical inter-dependencies within the sector.

Background
In December 2022 the UK government released a Resilience Framework which set out out how it intended to bolster national resilience.
1. Facilitated a roundtable discussion
Risk Leadership Network set up a roundtable discussion with ten representatives from the CNI sector to:
- Explore the practicalities of planning for the framework.
- Share concerns/hurdles
- Compare progress

2. Created a bespoke benchmark
We provided a bespoke benchmark for the CNI sector to compare where organisations were in their planning around the framework and resilience in general.

How this helped
Better understanding
Risk Leadership Network isn't about sharing sensitive business information: this isn't what members are interested in. Instead, the member understood better where their risk management approach sits compared to the market average and they could easily see where some of their ideas were actually market outliers.
Foster inter-sector transparency and collaboration
By strengthening relationships and sharing information between organisations in the same sector, through regular collaboration, members in the CNI sector have the the opportunity to build greater sector resilience.
Validate the member's decision
Learning what other CNI companies were doing in the light of the government framework, this member gained confidence in their decisions regarding framework implications, though it also encouraged them to prioritise certain activites over others. This ulimately contributed to better resource allocation and strategy planning as a CRO.
